NASA OMES III
We are thrilled to be on the winning team with Space & Technology Solutions of Houston on the Omnibus Multidiscipline Engineering Services (OMES) III contract at NASA Goddard Space Flight Center. Our team provides Aerospace and Mechanical Engineering Support on the contract.
The principal purpose of the OMES III Contract is to provide multidiscipline engineering support services and related work to EED, ISTD, SED, MSD, MESA, JPSS, NExIS, and related organizations, as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The contract is managed under the Engineering Technology Directorate (ETD).
NOAA NWS – NCEP NCO
As a Weather-Ready Nation Ambassador, we are on Team Lynker for NOAA’s Network Infrastructure Services contract for National Weather Service (NWS) National Centers for Environmental Prediction (NCEP) Central Operations. This contract provides mission critical support of the networks that support the NWS mission by collecting and distributing raw and processed meteorological data and products. All mission critical watches and warnings, which are intended to save life and property, are routed through these networks. Our team provides Networking Engineering maintenance, sustainment, and project support for the more than 300 Nation weather Service Sites around the country.
USGS TSSC
We are on Team KBR for the Technical Support Services Contract supporting the U.S. Department of Interior and U.S. Geological Survey’s work at the Earth Resources Observation & Science (EROS) Center. The EROS Center is responsible for the study of land change and production of land change products used by researchers, resource managers and policy makers around the world. EROS operates the Landsat satellite program with NASA and maintains the largest civilian collection of images of the Earth’s land surface in existence. The data serves multiple user communities including first responders, wildfire, intelligence, agriculture, academia, and research.
Team KBR supports the acquisition, archiving, processing, and creation and distribution of EROS science products. We provide world-class sensor calibration and validation capabilities in addition to Artificial Intelligence/Machine Learning (AI/ML) capabilities, which are utilized for science data exploitation and processing, including science data algorithm development and production in the Google Earth engine framework. The contract’s scope of work also involves analyzing Earth observation needs toward future satellite missions and providing all technical operations for the National Archive for Land Data. The ESTS team primarily provides Scientific Research and Data Analysis in support of the USGS and NASA mission.

Johnny L. Walker, Chief Executive Officer has over 30 years of leadership experience in technology management in both the private and public sectors. A retired Army officer with a total of 21 years of service. As a Bronze Star awardee, he served 11 years on active duty as an engineer officer and functional area automation/information system management officer and 10 years in the Army Reserve (311th and 335th Theater Signal Commands). He is a veteran of the following military operational campaigns: Operation Desert Storm/Desert Shield in Saudi Arabia and Kuwait, Operation Restore Hope in Somalia, Operation Vigilant Warrior in Kuwait, Operation Iraqi Freedom in Kuwait and Iraq, and Operation Enduring Freedom in Afghanistan.
His professional career includes 6 years as an engineer officer in the 864th and 43rd Combat Heavy (Construction) Engineer Battalions and over 25 years of program/project management of mission operations and IT management services, having led major programs and projects in a variety of enterprise environments for the Military and Federal Government organizations, including Chief of the Wide Area Network at the United States Central Command (FWD) in Kuwait, the US Senate, Dept of Energy, Defense Threat Reduction Agency, Centers for Disease Control and Prevention (CDC), Dept of Education, MedStar Health, and NOAA.
His support of NOAA includes 4 years of managing NOAA’s Environmental Satellite Processing Center (ESPC) contract and 5 years of managing NOAA/NESDIS Satellite Maintenance Operations and Mission Support (SMOMS) contract, in addition to managing several NOAALink task orders at the NOAA OCIO, National Weather Service (NWS), National Marine Fisheries Service (NMFS), and the Office of Oceanic & Atmospheric Research (OAR).
He is highly skilled in senior level management, technical management, problem solving, integrity and communications, performance and resource management, quality, and customer relationships. Managerial expertise includes organizing, staffing, directing, and controlling activities involving budgeting, contracting, training, HR management, subcontractor management, operational planning and implementation, SLA management, and leading geographically dispersed staff and subcontracts.
